During the “Eleventh Five-year Plan? the chemical industry starts from the overall situation of building the well-to-do society in an all-round way, complies with the characteristics and regulations of scientific and technical development, and takes promoting industrial structure adjustment and technical update, advancing cyclic economy and improving industrial competitiveness as the target.
--Enhance the promotion from scientific and technical improvement on the development of chemical industry. The contribution rate of science and technology is up to 60%. The proportion of scientific and technical investment in sales in come is up to 1.5%, while the value is up to 5% for key enterprises and 8% for high-tech enterprises.
--Break through 30 important and common technologies restraining the development of industry and develop 5-8 sets of large-scale chemical equipment independently by innovating independently and absorbing introduced technologies. By 2010, the ability of independent innovation and international competitiveness of this industry will be improved obviously. The whole technical level of Chinese chemical industry will reach the international advanced level in the beginning of this century.

The production value rate of refined chemical industry is about 48%.

By 2010, the new technical innovating pattern, which takes enterprises as the main body and integrates production, learning and research organically, will be formed primarily.
1. Important tasks
“Scientific and Technical Development Plan for Chemical Industry during the Eleventh Five-year Plan?focuses on the requirements of economic and social development on this industry. To improve the ability of independent innovation is taken as the first task of chemical scientific and technical work.
--Breaking through key common technologies and implementing industrialization with efforts
It takes large-scale, whole set and realizing industrialization as the targets and engineering technical development as the key point, develops several sets of large-scale technologies by breaking through the key common technologies and technical integrating innovation that restrain the industrial development, and complete the construction of several sets of industrial demonstrating equipment in order to promote the whole development of this industry.
--Strengthening independent innovation and insisting on the principle of “two combinations?/SPAN>
We should strengthen independent innovation, improve the ability of technical innovation continuously as well as insist on combining the development of new technologies with the reform of traditional industrial technologies and combining the independent innovation with the innovation after absorbing the introduced technologies. We should adopt advanced technologies to reform traditional industries actively in order to promote the optimization of industrial structure and technical update. We should strengthen on the innovation after absorbing the introduced technologies in order to form technologies and equipment with independent intellectual rights on a high starting point. We should realize high technicalization of traditional industries, industrialization of high-tech and localization of introduced technologies.

According to the financial situation of the country and enterprises, existing technical foundation and the practical industrial demands, establish tasks such as key fields, pivotal technologies and important products, concentrate the strength, tackle the problems and realize jumping development of relevant industries by obtaining technical advanced breakthroughs.

We should promote the combination of scientific technology with economy, and realize the transformation of economic increasing mode and the update of industrial technologies. It is the pivot that makes enterprises as the main body of technical innovation. During the industrialization and technical development, we should insist on that enterprises be the main body, carefully implement depending projects and supporting conditions, and realize combining problems tackling and developing of production, learning and research.
2. Six fields with highest priority
According to the technical developing tendency of global chemical industry, during the “Eleventh Five-year Plan? the following six fields have priority to be developed.
(1) Agricultural chemicals
Chemical fertilizer industry
The nitrogen fertilizer will develop energy resource chemical technologies with independent intellectual rights mainly such as new gasification technology, new purification technology, energy-efficient ammonia synthetic technology, water totally circulating carbamide reforming technology, carbamide modification technology, and methyl alcohol and dimethyl ether joint with nitrogen fertilizer. The phosphorus fertilizer will develop the production technology of large-scale phosphorus compound fertilizer, cyclic economic technology during the production of phosphorus fertilizer and industrialization technology of comprehensively utilizing low grade phosphorus ore. The potassium fertilizer will develop new large-scale production technology of Chlorine potassium, sulphuric acid potassium and potassium nitrate, and comprehensive utilization technology such as extracting lithium from the salt lake.
Chemical ore
Aiming at the problem of difficult to exploit and select medium and low grade collophane, advanced exploitation technology and ore selection technology are developed. In terms of pyrite, it mainly solves the problem of large amount of residues during the acid production caused by by-products and the subsequent problem of environment pollution. And the comprehensive utilization technology of acid production and residue burnt from pyrite is developed.
Agriculture chemical industry
The key point of scientific and technical innovation of agriculture chemicals lies in the development and transformation of primarily innovative products with biotic rationality and in the development of green key common technologies during the production and utilization of agriculture chemicals. The first developed products are new products substituting hypertoxic organic insecticide, underground insecticide, new antiseptics, virus inhibitor and nematode insecticide used for fruits and vegetables, and weed killer suitable for water light-duty cultivation and new weed killer suitable for dry land.
(2) New coal and natural gas chemical industry
During the “Eleventh Five-year Plan? the technologies that will be developed and implemented include coal coking technology, large-scale gasification technology, “multiple productions?technology with gasification as the core, large-scale natural gas vapor transformation whole-set technology, industrialization technology of carbon chemicals and large-scale coal liquefaction technology.
(3) Chemical new materials
The key point of the development during the “Eleventh Five-year Plan?lies in the plastic modification technology, industrialization technology of engineering plastics, high performance technology of engineering plastics, industrialization technology of high performance radial tyre, industrialization technology of large-scale synthetic rubber, rubber composite materials, industrialization technology of rubber new processing additives, functional polymer materials, fluosilicate new materials and new inorganic functional materials.
(4) Refined chemical industry
During the “Eleventh Five-year Plan? the key points of technical development and industrialization include functional coatings and water coatings, new products of dyes and industrialization technology, green synthetic technologies and new products of important chemical intermediates and new products, electronic chemicals, high performance water treatment chemicals, paper making chemicals, oil field chemicals, functional food additives, high performance environment protection fire retardants, surface active agent and high performance rubber and plastic additives.
(5) Chlorine alkali industry
During the Eleventh Five-year Plan, the following technologies will be developed and popularized especially around the consumption reduction and implementation of scale and refining. They are technology of ion membrane alkali production localization, the applicable technology of expanding anode and modifying membrane, the technology of modifying polyvinyl chloride and optimizing polymerization processing, the development of 10,000 ton-class three-phases-flow evaporation device, development of high-speed natural forced circulation evaporation device, popularization of slide high-pressure chlorine compressor and the production technologies of the downstream products taking chlorine and hydrogen as raw materials.
(6) Chemical equipment
During the Eleventh Five-year Plan, first we should transform the advanced technologies with independent intellectual rights, such as power gasification and methyl alcohol oxosynthesis into acetyl hydrate under low pressure, into productivity. Second, we should further strengthen the research of supporting equipment for engineering radial tyer and make efforts to improve the technical level of producing radial tyer of our country. Third, we should research and develop a batch of advanced chemical equipment in order to meet the requirements of chemical production.
Six technologies being developed especially
The chemical industry is a technology-intensive industry. It can solve many problems during production as well as need support from technologies. During the Eleventh Five-year Plan or even longer time, the Chinese chemical industry should tackle the following six important and common technical problems.
(1) New catalysis technology
During the Eleventh Five-year Plan, it should develop the following technologies specially, such as catalysis technology of oil refining, catalysis technology of fine chemistry industry, industrial catalysis technology of ammonia synthesis, catalysis technology of carbon chemical, catalysis technology of polymer synthesis, catalysis technology of nanometer materials, biological catalysis technology, photocatalysis technology and new catalysis materials.
(2) New separation technology
During the Eleventh Five-year Plan, the key point is to develop the rectification technology during the production of petroleum refining, petrochemical industry and large amount organic chemical products, the catalysis rectification technology during the process of esterifying, ester exchanging, saponification, amination, hydrolysising, isomerizing, alkylation, halogenating, acetyl and nitrifying, technology of purification separation of industrial gases and membrane separation technology of chemical waster water treatment, molecule distillation technology of separating temperature sensing chemical products, the supergravity technology during the refining chemical production, and the high effective crystallization technology for the production of inorganic salts, chemical fertilizer and alkali.
(3) Biochemical technology
During the Eleventh Five-year Plan, the key points of the development of biotic catalysis technology lie in researching of bioreactor, high-effective bio-separation technology and equipment, and bio-reaction and separation coupling technology, and expanding the sources of biotic catalysis and enzymes. The products developed specially are biological energy, biological materials, organic acids, amino acids and functional food additives.
(4) Automatic control and information technology
During the Eleventh Five-year Plan, the key point is the ERP technology in large-scale chemical and petrochemical enterprises, which popularizes and applies the scientific and technical achievements of automation during the production of fertilizers, petrochemical and chlor-alkali. Various optimizing technologies should be improved and perfected. The detailed contents include computer control, malfunction diagnosis, simulation technology, technology of computer molecule design, and technology of computer artificial intelligence. It should develop the E-commerce in chemical industry and carry out domestic and international E-commerce businesses.
(5) Nanometer technology
Compared with foreign products, the domestic nanometer products have high production cost, bad powder structure and bad performance stability. The research and development of the application technology of nanometer materials is still in the primary stage.
During the Eleventh Five-year Plan, it should develop some key technologies in nano-powder scaled production specially, such as the application technology of nano- catalysis technology and nano-material in coating, the application technology of nano-material in the modification of polymer materials like rubber, plastic and chemical fiber, and the application technology of nano-material in the fields of energy, environment, resources and water treatment.
(6) Clean production and energy saving technology
High energy consumption and high pollution are still the bottleneck restraining the development of Chinese chemical industry. Developing cyclic economy and establishing energy-effective industry is one of the important tasks in the Chinese chemical industry.
During the Eleventh Five-year Plan, it should first develop the clean production technology of large amount of chemical products and refining chemicals, technology of waste water treatment with high concentration and difficulty in degradation, technology of changing solid waste substances in to resources, the purifying and recovering technology of industrial waste gases. In terms of energy saving, the key point lies in developing and popularizing high-effective burning technology, high-effective evaporating and spray drying technology, the recovering technology of vapor condensation, and the technology of heat pipe and heat pump.
During the Eleventh Five-year Plan, the fertilizer industry should mainly accelerate the adjustment in industrial layout and structure of raw materials and drives, build several 1 million-ton-class carbamide production bases in producing area of energies and grains and cottons, and build phosphor compound fertilizer bases in Yunnan and Guizhou and potassium fertilizer production bases in Qinghai and Sinkiang in order to realize that the production of nitrogenous and phosphor fertilizers can meet the demands, improve the self-supplying rate of potassium fertilizer obviously and reduce the production costs of fertilizers greatly.
In terms of the pesticide industry, it should continue carrying out the structural adjustment of products, further accelerate reducing and substituting of the high toxic pesticides and accelerate developing the pesticides with high efficiency, low toxin and low residual.
In terms of medicine industry, it should accelerate the industrialization of new generation of biological medicines, promote the modernization of Chinese traditional medicines and the development of natural medicines, consolidate the advantages of traditional chemical pharmaceutical materials, develop characteristic pharmaceutical materials, encourage the export of medicine products, develop mechanical-electrical medical equipment as well as encourage the development of refining chemical industry. |
